EDMONTON (CP) - Edmonton's police chief has ordered a hearing into an incident in which an officer was photographed punching a handcuffed woman in the head as Oilers fans celebrated last spring.

Calgary's chief Crown prosecutor decided earlier this month that there wasn't enough evidence for a criminal conviction against the officer.

Gordon Wong said the officer was using an approved police technique - called a head stun - when Kristin Wilson of Vernon, B.C., fell to the pavement and smashed her face after an Oilers playoff game.
