what exactly could Burke offer either team for either pick?
You see, this is exactly where the problem begins.
The deal would start with:
Schenn + Tlusty + TOR 1st 09(7th OV)...
and it would just grow from there. Think along the lines of what Philly gave up for Lindros. No team would make that deal now, you can't just throw in the $15M cash, but it would take something similar.
Burke will be able to get a very good player at 7. Move some youth and get more pick. I like Williams, but if they are going to let him rot in the AHL then move him. All he has ever done when he comes up is put the puck in the net. Ofcourse the Leafs don't need such players.
Tlusty looked good in the AHL this year. Pack him up with Kabs or Kuby and see if LA is interested.

Burke is a punk. He left Anaheim for a reason. Just watch what happens to them this offseason. They are going to lose a lot of their UFA's.
Burke pretty much left the team for dead.
Anaheim is doing just fine, and they will be next year, and for the next few years.
Vancouver had a lot of good assets when Burke left.

Anaheim is fine this year. You obviously haven't been paying attention to their upcoming offseason though.
LEt's see, Hiller, Whitney, Getzlaf, Perry, Ryan.... I dunno looks like they have a good start to remain competative for a long time to come. I only wish Toronto's future was so bleak.

Even with the 7th overall pick the leafs will still land a good player, perhaps the other schenn brother, who has been compared to mike richards. The other schenn brother is a character guy, who obviously has some offensive ability (88 points, 32 goals in a tough western hockey league). A guy who is a complete player and leadership material, this is the type of guy the leafs need.
As mentioned previously, trading up would cost the Leafs too much. Not to mention that their best assets are either untouchable (like Schenn), are draft picks or are too expensive to the two teams that currently hold the 1st and 2nd picks.
Both Tampa Bay and the Islanders are struggling financially. Would they take two significant pieces like Kubina and Kaberle that add up to almost $10 million? I'm not sure.
There will be a very good player available at 7th. Schenn would be a perfect pick for reasons already mentioned in the thread.

If I were a GM, there's lots of players on the Leafs that I would be interested in. Kaberle, Kubina, Finger, Schenn, Hagman, Ponikarovsky, Stajan, the RFA rights to Grabovski. I'm also sure that if Jason Blake starts next season as he played towards the end of this last season, a team would be willing to take him off of Burke's hands.

Yeah i know i wouldn't mind a future with a blue line like Schenn, Ellis and possibly a top line of Schenn and Sven i mean there are so many options for the leafs with the 7th overall
