They need to keep it smart and treat their players well, let them know that its a great place to play, not cut lose the players when they created the problem.
If they waive Kubina, they know full well that team will bit. Although its different for a goalie compared to a player, the fact remains that its a business.

Name a top tier player that was actually on the market since the cap?
Gomez < Sundin
Drury< Sundin
Briere? Maybe, but thats 1 player...
JOVO: no
Savard? Okay maybe, but he's apparently has conflicts in the dressing room and we have Snats.
Chara? We have Kaberle, and then signed McCabe...
Rafalski, 2nd tier
Forsberg, injury prone + no cap
Gonchar? 2nd tier
Scott Niedermayer ? Was going to Anaheim...
Adam Foote ? Great defensive defensemen but isnt an elite player anymore...
Chris Pronger: The only real legitament chance the Leafs had of signing a tier 1 UFA.

Big names like Thornton and Iginla have already been signed before being able to test the market...

Wow. So no matter what, they're somewhat screwed? The only way they can sort of escape is by trade, and that's gonna' be slim chances with Bryan McCabe or Darcy Tucker.
