could, but Halladay seems to like going 8-9 innings on a regular basis and I don't think it's in the interests of the team to stop him from doing so. I also don't think it would be wise to have him do that once every 4 games instead of once every 5.
Having fresh starters that can eat innings really helps your bullpen by insulating the low men on the totum pole from actually having to play significant innings, and preventing the better relievers from needing to play every day. Switching to a 4 man rotation would stretch the bullpen, mess with Halladay, and be altogether unproductive.
