According to NHL spokesman Frank Brown, "League policy prohibits the use of scoreboards for replays that are provocative or present the opposition in an unfavorable light." Flyers GM Paul Holmgren said he was unaware of his club being subject to a fine.

I've heard that also, it's almost as if they're trying to excuse Roy's actions.
Seriously "please make sure not to offend the opposing team by letting them know how much they suck" is supposedly worst then a death threat.
Seriously, I'm expecting the "conspiracy theorist" accusations but it shows who the league backs and who they resent.
Sure it could be argued that the scoreboard use had bad ethics and\or morals to it but I think it's just the new trend for the Losing team and\or their supporters to bitch with "they had no class" line, it really annoys me. Roy's actions were way worst and again the topic is being redirected to something else and in turn taking the focus away that Roy gestured that he would kill Cote. Other players have done this gestured before and been dealt with harshly, I know consistency is like holy water on the devil's forehead to the NHL but still.
